Vendor Registration Guide — State-by-State E-Procurement Portal Registration

Every Indian state and union territory has its own e-procurement portal with separate vendor registration. This guide covers the registration process, documents required, fees, and portal URLs for all 36 states and UTs.

📊 Key Facts: India has 36 active state/UT e-procurement portals on Tender84. Most use the NIC e-procurement platform — but each requires separate vendor registration. Registration on one state portal does NOT give you access to another.

Universal Requirements

These documents are required for vendor registration on ALL Indian e-procurement portals:

Class 3 DSC: Digital Signature Certificate — Individual for proprietorship, Organisation for companies. Read DSC guide →
PAN Card: Permanent Account Number — mandatory for all bidders
GST Registration: Goods and Services Tax certificate
Udyam / MSME Certificate: Optional but highly recommended — unlocks EMD exemption
Bank Account: For EMD payments and security deposits
Experience Certificates: Past work completion certificates (some portals require minimum 1-3 years)

CPP Portal Registration (Pan-India)

Registration Tips

Register on multiple portals: Don't limit yourself to one state. Many contractors successfully bid in 3-5 neighbouring states.
Start with your home state + CPP Portal: These give you the broadest tender coverage with minimum registrations.
Keep documents organised: Most portals ask for the same documents — keep scanned PDFs of PAN, GST, Udyam, DSC, and bank details ready.
Renew DSC before expiry: An expired DSC blocks you from ALL portals. Set a calendar reminder.
Check for MSME exemptions: Most states exempt MSMEs from registration fees and EMD — upload your Udyam certificate during registration.
